Soil Testing For Lead and Cadmium
The
Jasper County Health Department and all affected municipalities have
a current up to dated GIS map which outlines areas affected by the
contamination from smelting and mining. If a dwelling is to built
with in this area the Lead program staff will conduct an assessment
of the property to determine the presence of contaminants.
If the contamination levels exceed the action level set by EPA, the county lead program personnel will contact the builder and initiate discussion regarding remediation. If the soil conditions require a remediation plan, one will be developed by the builder which is consistent with requirements and will be approved by the health department lead program. If a remediation plan is required, a final inspection will be conducted by the health department to assure that adequate remediation has occurred prior to occupancy of the dwelling.
Clean Up Requirements
- Soils with Lead concentrations greater than 400 part per
million (ppm) and less than 800 ppm
and
Cadmium levels greater than 75 ppm and less than 120 ppm shall be
covered with a minimum of 6 inches of clean soil. - Soils with Lead concentrations greater than 800 ppm and less than 1,500 ppm or Cadmium greater than 120 ppm and less than 190 ppm shall be covered with a minimum of 12 inches of clean soil.
- Soils with Lead concentrations greater than 1500 ppm or Cadmium greater than 190 ppm shall have a minimum 18 inches of clean soil.
- Excavated soils contaminated with Lead or Cadmium must be disposed of in a facility approved by Jasper County Health Department.
- Top soil or Fill dirt must be certified to contain less than 100 ppm Lead.
